College Park (Ga.) Banneker four-star safety Chaz Elder had to wait until the third quarter of the Under Armour All-America Game to make his commitment, but waiting was nothing new for the 6-foot-2, 180-pound defensive back. The decision has now been made, and Elder is heading to South Carolina.
